Skinningrove Flood Alleviation Scheme

The Environment Agency is developing a scheme to reduce the risk of flooding from Skinningrove Beck in partnership with Redcar and Cleveland Borough Council. This page has been created to work with you, keep you informed, provide updates on the proposed scheme, and offer opportunities for you to engage with us throughout the process.

Current Operations

Currently, the Environment Agency manages the manually operated flood gates and demountable parapets at Stone Row Bridge when high water levels are forecast in the beck. Deciding when to operate these defences in order to prevent flooding is difficult, as the beck can rise rapidly and sometimes with little warning. This unpredictability means the defences occasionally need to be operated at short notice and can remain closed for some time until the risk of flooding has passed. The closure of the defences is not only a challenge for us operationally but also causes disruption for residents of Zetland Row and Grove Hill who rely on the bridge for vehicle access.

Scheme overview

Work is underway on a scheme to deliver a long term solution to this problem. The scheme involves removing Stone Row Bridge along with the flood gates and demountable parapets that form part of it. A replacement bridge will be built across the beck between New Company Row and Zetland Row next to the Riverside Building (the old village school). The deck of this new bridge will sit above the height of the flood walls which means there will be no need for flood gates at either side and ensures the residents of Zetland Row and Grove Hill will have 24/7 vehicle access to their houses, regardless of the flow in the beck.

Scheme latest

The design of the scheme is now complete. The scheme was granted planning permission by Redcar and Cleveland Borough Council in February 2026 and recently received financial approval of its Full Business Case. Subject to confirmation of government funding for the scheme in financial year 2027-28, we are hopeful of starting construction in the second half of 2026.

  • Upcoming Surveys: Otter Surveys

    On Tuesday 23rd June, you will see EcoNorth in Skinningrove to undertake some pre-works otter surveys.

    Otters are a European protected species, protected under the Conservation of Habitats and Species Regulations 2017 and the Wildlife and Countryside Act 1981. A previous survey of Skinningrove Beck and the surrounding area identified multiple signs of potential otter habitat.

    The survey on 23rd June is essential to confirm if otters are present, where they are located and in what numbers. This information will help us prevent, reduce, or mitigate the potential impact of the Scheme on otters or their habitats.

    On Tuesday 23rd June, you will see EcoNorth in Skinningrove to undertake some pre-works otter surveys.

    You can expect to see a representative from BAM working alongside the ecologist from EcoNorth. We will be working in and around the beck, and in woody areas from the beach up to Loftus Bank.

    This is the first of 2 otter surveys required; the second survey will likely take place towards the end of July.

  • Temporary Telemetry Box

    During this scheme we will undertake the removal of the permanent telemetry gauge on Zetland Row. As part of our works, we have installed a temporary box on the footbridge (see red circle below) which will ensure we continue to monitor the levels of the beck effectively. Following the works, a new RADAR will be fitted on the new bridge and the temporary box removed

    From Monday 1st June, you might see the following work being undertaken around the village:

    - Pre-demolition surveys of 3 Grove Hill/Zetland Row Garages

    - Pre-demolition survey of Stone Row Bridge. Works subcontracted from BAM to Socotec UK (Building Trust for a Safer and Sustainable World | SOCOTEC UK)

    These surveys should not interrupt these traffic routes or cause any issues for residents.

    If you did not receive a letter from ourselves, or contact from Brown Rural, this should not impact you.

    We have employed an independent firm of chartered surveyors, Brown Rural, to undertake pre-condition surveys of all properties located adjacent to construction access routes and/or working areas. Brown Rural will be undertaking some property surveys Monday 1st June and Tuesday 2nd June. Brown Rural have informed us they will also attempt to contact residents who they have not been able to contact yet.

Your views are important to us, and we’re keen to hear your feedback to help shape the scheme moving forward
