Which roads will construction traffic use during the scheme?
Construction traffic will use Mill Lane, New Company Row, Grove Hill and Zetland Row, alongside a temporary access track through Magpie Wood Glamping Site. Residents will be updated regularly with any traffic disruptions or road closures prior to coming into force.
How will I access Zetland Row and Grove Hill during construction?
An alternative vehicular access route will be provided for Grove Hill residents through Magpie Wood Glamping Site. The route, which will comprise a tarmac road, will be available for the residents of Grove Hill (along with associated users such as delivery drivers, care providers and refuse collectors) to use until construction of the new bridge is complete. This route will also include a footpath. Residents of Zetland Row will be able to continue using the existing bridge at Stone Row as normal whilst the new bridge is being constructed.
Will the road through the glamping site be gritted in winter?
Yes, the temporary route through Magpie Wood Glamping Site will be gritted during the winter months to help maintain safe access in icy conditions.
I live on Grove Hill. Where will I leave my car during periods of restricted parking?
We would initially ask if there are any alternative locations you are able to park in during these times, but we will also provide an area within the Magpie Wood Glamping Site (where the current caravan bays are) as well as some limited parking as close to the properties as possible for disabled users.
We have been in contact with Grove Hill residents through surveys, door knocks and engagement events. If you require parking or access to your vehicle on Grove Hill during working hours and have not informed us of this, please contact SkinningroveFAS@environment-agency.gov.uk
How much notice will we get on the parking restrictions?
We will install notice boards along Grove Hill, which will be regularly updated with information on upcoming parking restriction dates. In addition, letters and door-to-door visits will be carried out days in advance of any restrictions. You can also subscribe and register on this engagement page to receive regular updates on parking restrictions.
How often will parking be restricted?
Parking restrictions will be minimal in number and of short duration. We estimate that parking will only need to be restricted for a few days over the entirety of the scheme. These restrictions will apply only during working hours and will not be in place overnight. On some days restrictions may only be for a few hours. We apologise for any inconvenience this may cause in the short term and appreciate your cooperation, as we are confident the scheme will bring clear and lasting benefits over time.
Can I still get deliveries, tradespeople, etc. during parking restrictions?
Yes, access will be maintained at all times for deliveries and tradespeople. The only restriction will be on parking along Grove Hill, to ensure that construction plant and equipment can pass through without obstruction.
I have a disability and require my car to be close to my property; how will this impact me?
We will aim to provide alternative parking as close to properties as possible while maintaining access for our plant and equipment. Where this is not possible, a site vehicle will be available to collect residents from their homes and transport them to and from their parked vehicles as required.
Will there be a constant stream of lorries and other construction vehicles driving past my house every day?
No. Construction Traffic will be kept to a minimum where possible, permitted working hours will also mean that vehicle movements are restricted to 0800-1700, on days where materials are being imported to site or removed there may be an increased traffic volume, however this will not be constant throughout the works. A road sweeper will be on call to ensure that dust and debris on the road is kept to a minimum.
What right do you have to tell me I can't park outside my house?
The Environment Agency has legal powers to access land, including with vehicles, plant and equipment, to carry out important flood risk management works under the Water Resources Act 1991. However, our priority is always to work closely with residents and agree access in a way that suits everyone. Only as a last resort, if agreement cannot be reached, could we seek a warrant to gain access.
Car parking is already at a premium in the village what are your plans to ensure all resident have adequate parking for their vehicles at or within easy access to their properties post-construction, especially those in Zetland Row and Grove Hill?
We understand that parking is already under pressure in the village. Following feedback from residents we have discussed this issue with Redcar and Cleveland Borough Council.
The council has confirmed that there are currently no plans to introduce resident parking on Zetland Row or Grove Hill. However, they have advised that if parking becomes a problem after the works are completed, they will review the situation and consider whether any measures are needed at that time.
