Fleet Flood Scheme: Property Flood Resilience

The Environment Agency aims to install Property Flood Resilience measures to properties at the highest risk of flooding, subject to funding approval from government.

Flooding in Fleet is from a combination of sources including watercourses and heavy rainfall that can overwhelm drainage systems. Flooding can happen quickly, often within a matter of hours and can disappear just as quickly.

What is Property Flood Resilience (PFR)?

PFR is a set of simple, highly effective measures designed to reduce flood risks and minimise potential water damage to your property. PFR includes features like door barriers, airbrick covers, and other water-resistant installations that we can tailor to meet the specific needs of your property. These measures could give you more security during extreme weather.

Is your property at risk of flooding?

Take a look at the map on this page. Please note that the map shows the flood risk to an area, not to individual properties.

Could Property Flood Resilience measures help you?

The deadline to register for a free property survey was 4 June 2025.

If your property is at risk of flooding we offered a free property survey. The survey was carried out by a qualified contractor and confirms eligibility for the scheme. It details routes that flood water could enter your home and what PFR measures could help reduce the costly impact of flooding.

Send an email to thm.schemes@environment-agency.gov.uk or contact JBA consulting using the information that may have already been given to you.

  • Be flash flood ready in Fleet

    supporting image

Flash flooding happens when the amount and intensity of rainfall overwhelms local drainage.

    • Know how to recognise a flash flood: heavy rain and severe weather reports, fast-rising water, fast-flowing water, and debris
    • Plan where to go if there is a flash flood – you may need to act before receiving an Environment Agency flood warning or before the emergency services can reach you
    • Sign-up for free flood warnings at Get flood warnings by text, phone or email - GOV.UK. You’ll be alerted by phone, e-mail or text when flooding is expected
    • Download a Prepare, Act, Survive plan at Personal flood plan - GOV.UK
    • If you are flooded, call 999 if in immediate danger and follow advice from the emergency services.
  • Property Survey Reports are being sent out

    supporting image

If you have recently had a Property Hazard Assessment survey completed, we are now sending out your Property Survey Report.

This report provides bespoke recommendations for property flood resilience solutions for your home. There is no obligation to proceed with any recommendations made.

We are happy to discuss the recommendations in the report with you and the benefits the products will offer. We are offering a range of face to face and online meetings between 9 and 25 September. The face to face meetings will be held at the Holiday Inn Express, Fleet Road, Fleet and online meetings will be by either MS teams or phone call.

Our letter and email contains detail about how to book.

Contact us by email at thm.schemes@environment-agency.gov.uk if you haven't yet received your report or have any questions.

  • Property Survey reports update

    supporting image

We are currently reviewing individual property reports before sending a copy of the report to residents in August 2025. The report will detail the hazards we have identified and the options that are being recommended for each home to reduce flood risk.

We have completed property hazard surveys for over 80 homes to assess the risk of flooding and identify potential Property Flood Resilience (PFR) measures. We have also been speaking with residents that did not respond.

Homeowners will have time to review their report. We will be holding drop-in sessions in August and September to give people an opportunity to come and ask us any questions, help them to understand the options and why we have selected them. We will give more details about the dates and locations for these drop-ins shortly.

Our aim is to provide Property Flood Resilience measures free of charge to eligible residents. However, we need to review our costs against the projected benefits provided to justify the funding we get.

Depending on the outcome of the review, the next steps would involve our specialist installation contractor completing a detailed site survey to each property. This would be followed by a discussion between the installation contractor, the Environment Agency and the property owner to agree and select which product design are to be installed should they want to go ahead with the scheme.
