Some areas of Fleet can experience surface water flooding when heavy rainfall overwhelms local drainage systems and streams. These events can develop quickly and cause significant disruption to residents and leave a lasting emotional toll on families.
To help reduce the impact of flooding, the Environment Agency is planning to install Property Flood Resilience (PFR) measures at more than 60 homes subject to funding approval from government.
What is Property Flood Resilience (PFR)?
PFR is a set of simple, highly effective measures designed to reduce flood risks and minimise potential water damage to your property. PFR includes features like door barriers, airbrick covers, and other water-resistant installations that we can tailor to meet the specific needs of your property. These measures could give you more security during extreme weather.

Can I get Property Flood Resilience measures for my home?
In 2025, we offered an initial property survey to you if our modelling showed that your property is at a 2% chance or higher risk of flooding, We wrote to people, delivered postcards, knocked on doors and ran public events.
If you didn’t take us up on our offer in 2025, it may be possible to add you at a later stage, subject to government policy and money. Email us at thm.schemes@environment-agency.gov.uk.

Residents that have had a property hazard survey in 2025 are now receiving a letter, phone call or email from Watertight International inviting them to book an appointment for a Works Inspection Survey.
From 6 July 2026 Watertight will be carrying out the surveys and reviewing the recommendations for PFR measures for each home. Suitable measures will be discussed and confirmed in a follow up report.
Following the survey, the Environment Agency will consult with residents about which products can be supplied. There is no cost to residents for the survey.
There is no obligation for residents to accept any PFR products following the survey.
Once all measures have been agreed, residents will receive a formal Homeowner Agreement to sign. This agreement must be completed before any products can be ordered and installed.

Background
Properties in Fleet have been flooded in the past, most notably in 1988 and 2015.
One of the best ways to reduce the impact of flooding to people is to install Property Flood Resilience (PFR) measures to individual properties.
For homes at the highest risk, we can carry out a detailed survey, recommend the most suitable measures and arrange installation to help protect your home.
Once surveys are complete we will review the costs and benefits for the whole scheme area. This will determine how much money we can obtain from government to install PFR to homes.
