The Environment Agency aims to install Property Flood Resilience measures to properties at the highest risk of flooding, subject to funding approval from government.
Flooding in Fleet is from a combination of sources including watercourses and heavy rainfall that can overwhelm drainage systems. Flooding can happen quickly, often within a matter of hours and can disappear just as quickly.
What is Property Flood Resilience (PFR)?
PFR is a set of simple, highly effective measures designed to reduce flood risks and minimise potential water damage to your property. PFR includes features like door barriers, airbrick covers, and other water-resistant installations that we can tailor to meet the specific needs of your property. These measures could give you more security during extreme weather.

The deadline to register for a free property survey was 4 June 2025.
If your property is at risk of flooding we offered a free property survey. The survey was carried out by a qualified contractor and confirms eligibility for the scheme. It details routes that flood water could enter your home and what PFR measures could help reduce the costly impact of flooding.

We have submitted the business case for the design and installation phase for Property Flood Resilience to our internal review board. After the business is case is approved we will be able to request further government funding to complete the next phase of the scheme.
We will then arrange a second round of property surveys from Spring 2026 so that our contractors can design Property Flood Resilience measures for each house.

The final business case is about to be submitted to our project review and assurance group. Approval of the business case will give us authorisation to continue with the project.
As soon as we have approval, we will engage our framework installation contractor. This contractor will complete detailed design for individual properties. To do this they will need to visit you to complete a survey and verify suitable products.
We will update this page in the new year with more detail.

Background
Fleet has been impacted by flooding in the past, most notably in 1988 and 2015.
Our appraisal work shows that the best option to reduce the impact of flooding to people in Fleet is to install Property Flood Resilience (PFR) measures to individual properties.
Our aim is to provide PFR completely free of charge
If your property is at flood risk, we will carry out a free property survey. The survey will determine your risk of flooding and identify PFR measures suitable for your home.
Once surveys are complete we will review the costs and benefits for the whole scheme area. This review will determine how much money we can obtain from government to install PFR to homes.
