The Environment Agency are working with partners to investigate ways to reduce flood risk in South Elmsall.

Once we have identified the preferred option and future funding is in place to support delivery, we will be looking to involve the community in helping shape our solutions to ensure that they provide maximum benefit to the local area.

Timescales

We have completed our initial investigations and strategically assessed options for the scheme in a Strategic Outline Case, approved in February 2022.

We have now completed a more detailed assessment of the options as part of the Outline Business Case development. The Outline Business Case was approved in October 2025, so the next step is to complete a Full Business Case before construction can begin.

Funding Allocation Changes 2026/27

Unfortunately, due to changes in the structure of the national programme of flood risk works, the project does not have the funding allocation it was previously assigned for the 2026/27 financial year. This means that there may be a delay in beginning work on the Full Business Case, unless other funding becomes available in that time. Based on this change, we currently expect to begin work on the FBC in April 2027, but we will continue to look for other opportunities to progress earlier should they be available.

We appreciate this could be frustrating for the local community, but this project has many elements which suit the newly developed funding rules announced in Autumn of 2025. This, along with positive benefits will make it a good candidate for being progressed when funding is available.

We are estimated to start construction around the start of the 2028/29 financial year, and to complete the scheme at some stage in 2029.

  • Drop-in Event 09th September 2024

    We engaged with the community via a drop in session in September 2024 when we were still at the early stages of the OBC options development. We asked you for knowledge and experience of the extent and causes of flooding in South Elmsall, and also gave details of our investigations and understanding at that stage.

    We were very grateful to receive detailed and wide-ranging information from many different stakeholders. The responses aligned well with the picture we had developed through investigations and flood modelling.

    Engagement will increase as we develop more detail of the preferred option, and especially where local knowledge can add value to the nature of the solution we are developing.
