The site

The site at Over in Gloucestershire has been an area of low-level fly tipping since 2018. In late 2024, the volume and nature of the deposits changed significantly, demonstrating a more organised waste tipping activity. It is estimated that between 80,000 and 100,000 tonnes of mixed shredded waste have been unlawfully deposited at watchlist site 77.

    The problem

Some of the waste at the site caught fire in 2025 causing nuisance to the surrounding community. The Fire and Rescue Service has since attended the site on numerous occasions to put out fires. The Environment Agency is working with them to manage the ongoing risk of fire at the site.

    The action we have taken

There is an open investigation into the increased waste deposits at the site.

In July 2025 the Environment Agency, police and local authorities carried out a multi-agency day of action, to gather further evidence and disrupt the activity. Since this day of action, unlawful waste activity at the site has stopped and we are confident that no further tipping has taken place.

We will continue to work with partners to monitor the situation while our investigation is ongoing. We will determine the appropriate course of action once our investigation is completed.
