Plasgran Update - 21 October 2026

Since our last update we have continued to visit the site and assess operations. Odours are still being experienced off site and in the local area which is reflected in odour reports we continue to receive from residents. Following the Environment Agency’s (EA) audit and permit review the operator is required to meet a number of time bound improvement conditions. These are intended to ensure that odour and containment measures are in place, reducing the impact of the site’s operations on the community and environment. As part of this process, 6 months’ of monitoring has been undertaken across all operational phases and weather conditions. An independent, suitably accredited contractor assessed all potential sources of odour including doors, stacks, vents and the waste water treatment plant. Samples were analysed in accordance with appropriate standards and the EA worked with the operator to ensure the assessment included all that was required. The completed report was submitted before the 30 September 2026 deadline.

Using the findings from this report, the operator has been working on design, supply and install solutions of odour abatement techniques. The permit requires them to submit their plan of actions within two months of our sign off, which will be in December 2026, with the exact date determined by the EA’s approval date. Following our review, the next step of the improvement process when infrastructure is installed will see odour sources reduced with each improvement step taken.

The Environment Agency, Warwick District Council, local ward Councillors and several members of the RAPID group met on the 13 October 2026 to update on the progress at the site, to explain what was being undertaken from a regulatory standpoint and what further action is needed.

We will update this page once we have approved the next stage plan in November/December 2026. All our updates are here: West Midlands Regulated Industry | Engage Environment Agency

What and how to report:

  • Odours should be reported to the Environment Agency hotline: 0800 807060 or you can do this online: Report an environmental problem - GOV.UK. This should be reported to the EA unless there is a statutory nuisance within your property when you should report to Warwick District Council: Odours and flies in the Heathcote and Whitnash area - Warwick District Council.

  • Flies at Plasgran/Amcor are being managed. Inspections show low numbers and good procedures in place. Currently the EA do not believe that the activities at the Plasgran/Amcor site are the cause of increased numbers witnessed in the community. If you do have concerns regarding flies and you believe they are from the operations at Plasgran/Amcor please report these via the incident hotline: 0800 807060

Health concerns:
If you are concerned about your health then we would always advise talking to your GP, as the Environment Agency has no remit regarding health impacts. You can also find further information from Odours and flies in the Heathcote and Whitnash area - Warwick District Council.
