Project Update – Change to construction timescales

Completion of the Full Business Case has been delayed until December 2027 due to funding constraints.

This means the earliest construction can start is Spring 2028 subject to funding and approvals. Construction will take place in a single phase from Spring to Autumn 2028.

The Full Business Case is a key document used to secure funding, stakeholder approval and permits before construction can proceed. It explains why the project is needed, outlines the proposed design, details the expected benefits and costs, and assesses the key risks and deliverability of the project.
