The site

    The importation of an estimated 15-20,000 tonnes of mixed shredded waste has been deposited and stored on watchlist site 66 close to the M57 in Merseyside without the benefit of an environmental permit. The estimated quantity may change as further investigations take place, and additional information becomes available.

    The problem

    Odour was detected on site by an Environment Agency officer and off-site by a partner agency. The Environment Agency is working with partner agencies to reduce the risk of fire. We are also investigating any potential harm to groundwater.

    The action we’ve taken

    Working with our partners, including the local authority, emergency services, and others, we have carried out a number of site visits, securing the site to prevent further dumping waste. We launched a criminal investigation into the unlawful activity at the site, and this remains ongoing. 

    We hold regular tactical meetings to manage any risks at the site. With the ongoing support of our partners, we maintain monitoring at the site, regularly assess hazards and risks, and we will take enforcement action where necessary.
